The first reports in last week concerning the new EU treaty agreed upon by leaders of the union hinted at some things that were done by stealth. One comment reported that many important items were taken out of the main body of the treaty and put into footnotes. The aim was to obscure the main points of the treaty form the general public.

This article in the Telegraph says the new treaty will mean transfers of sovereignty from Britain and other counties.  Jean-Claude Juncker, Luxembourg's premier,said that it might not be wise to draw the attention of public opinion to this fact. Here is part of what he said:
 

Mr Juncker, a supporter of a United States of Europe, described the June 23 deal signed by Tony Blair as an "objective success" for friends of the EU constitution.

"There is a single legal personality for the EU, the primacy of European law, a new architecture for foreign and security policy, there is an enormous extension in the fields of the EU's powers, there is Charter of Fundamental Rights," he said, listing elements of the old constitution in the proposed treaty.

Britain's new prime minister, Gordon Brown, may face severe pressure if he does not honor his party's pledge to put the treaty to a test.

Eventually a monolithic power will rise on the European continent. It appears this treaty could be a step in that direction.
